Motion To Recess

The motion to Recess is the second highest in precedence. Only a motion to adjourn has higher precedence. This motion may be made simply because the group needs a break, or to give time to gather information needed for a decision, or any other reason the group agrees to. Typically, a motion to Recess will include a time frame (for 15 minutes, until next Thursday, etc...). Although it is not required to state the reason for the recess in the motion, members will be more likely to vote for the motion if they know why it is being made.

Here's how it works:

What to say: "I move that we recess until ... for the purpose of ..."
May you interrupt the speaker? No, you must wait to be recognized.
Do you need a second? Yes.
Can the motion be debated? No, it goes directly to a vote.
Can the motion be amended? Yes. For example, someone may suggest a shorter time.
What vote is needed to pass? A simple majority.
Can it be reconsidered? No.
How about an example?
COMMITTEE CHAIR: "Actually, Mr. President, I left that information in my car."
PRES: "We really need it to make our decision."
MEM1: "I move that we recess for 10 minutes so the Chairman can get the information from his car."
PRES: "There is a motion to recess. Is there a second?"
MEM2: "I second the motion."
PRES: "All in favor?"
MEMS: "Aye!"
PRES: "Opposed?"
[Silence]
PRES: "The motion carries. We are at recess. It is now 7:40. We will call back to order at exactly 7:50."
[At 7:50]
PRES: "I now call this meeting back to order."
